Quality Assurance and Incentives through 3 Gates
The Academy effectively combines the system that guarantees the quality of students with financial incentive and RA employment systems that create the environment for students to be economically independent and concentrate on their study; thereby gathers talents from Japan and abroad, and produces the next generation leaders who can lead the 2S x 3E era in the environment and energy fields.
【First gate】 Course entrance examination
(within 6 months from enrollment in master’s course)
Of the students enrolled in the master’s course of the existing departments, which is the basis of the Academy, those who wish to take this Education course submit a series of research plan covering the range from the specific subject research of one’s own major (equivalent to master’s thesis) to doctoral thesis, statement of reasons for selecting a co-creative course in a different field, as well as an essay on the image of a true global leader in the environment and energy fields. More than 3 faculty members from different disciplines closely examine the course admission request, and decide the students to be enrolled in the course. Students who pass the admission test are paid an incentive pay of 180,000 yen/month etc.*, so that they can concentrate on their study.
【Second gate】 Preliminary examination to enter doctoral course
(within 1.5 to 2 years from enrollment in master’s course)
Enrollment in the doctoral course of the Academy is admitted following the submission and screening of specific subject research of one’s own major (equivalent to master’s thesis) and specific interdisciplinary subject research. Students admitted to enroll are permitted to take up global internship. Also, students are paid an incentive pay of 190,000 yen/month etc.*, in order to provide for an environment to dedicate themselves to the co-creative education program.
【Third gate】 Qualifying examination for Ph.D. candidates
(6 months after enrollment in doctoral course)
The qualifying examination to become qualified to commence a doctoral research, the so-called Ph. D. candidate, is conducted on the following items:
- Oral examination to test specialized and basic skills (guarantee of theoretical minimum)
- Oral examination to test issue-solving capability (set a theme and resolve the issue on the latest topic in one’s specialized field notified 10 days prior to the exam, and present the outline)
- Interview examination to confirm the qualification as a global leader (company managers also join as interviewers: Industry-Government-University co-creation)
Talented doctoral students who pass the third gate acquire the qualification to start the doctoral thesis research, and receive an incentive pay of 200,000 yen/month etc.*, in order to be able to focus on acquiring big-picture thinking skills and mental strength through research and leadership development courses.

Decisions about whether the student is provided with incentive pay or hired as an RA and about the amount of the incentive pay are subject to change depending on the student’s performance in the examination and the budget. Admission of talented foreign students
Tokyo Tech has 105 carefully selected overseas partner universities, as well as offices in Thailand, the Philippines, and Beijing in Asia. The Academy actively utilizes the network established by Tokyo Tech, accepts talented foreign students, positions the admission of foreign students with incentive as Research Studentship, and globally distributes student application guidebook as an innovative doctoral education program in the field of environment and energy, in order to attract excellent foreign students. Students who wish to enroll as Research Studentship take master’s course admission examination and course entrance examination simultaneously, so that the quality of the enrollees is guaranteed. In addition, Tokyo Tech currently introduces 8 programs under the special program offering preferential placement of government (Ministry of Education)-sponsored foreign students (research students), including “Special Program on Advanced International Engineers Development for a Sustainable Development”. Foreign students admitted under these special programs are extremely talented, but we also recognize foreign students wishing to take the graduate school education course based on the education philosophy of the Academy as the recipients of the Co-creative education course, if they pass the course entrance examination.
Number of students selected and admission of diverse students
The number of students given the degree of this Education course is estimated at around 35 per year, who are strictly selected by the examinations below:
- The number of successful applicants for the course entrance examination of this Education course is 40 master’s students, out of which around 20 are expected to be foreign students (including approximately 15 government-sponsored foreign students and government dispatch students).
- The number of successful applicants for qualifying examination to enter doctoral course is around 37, of which the foreign students is expected to be as indicated above.
- The number of successful applicants for preliminary examination for Ph.D. candidates is around 35, of which the foreign students is expected to be as indicated above, and around 4students to be recruited as special researcher for Japan Society for the Promotion of Science (JSPS).
The number of students selected in course entrance examination was approximately 4.5% of the total enrollees in the master’s course (885 on average from Fiscal year 2008 to Fiscal year 2010), and only the capable students with qualifications to become leaders who can manage industry-government-university projects toward resolution of challenges facing the human society, and drive innovation in the field of environment and energy are selected. However, a few adult students enrolled in doctoral course who pass the entrance examination equivalent to the qualifying examination to enter doctoral course, take the interdisciplinary co-creative course usually taken in master’s course in the first year of doctoral course, and pass the qualifying examination to start the doctoral research, are selected as excellent students for the co-creative education course.
